The 1854 Treaty Authority is an inter-tribal natural resources agency charged with protecting, enhancing, and enforcing the off-reservation rights to hunt and fish reserved by members of the Bois Forte and Grand  Portage Bands of Lake Superior Chippewa under the 1854 Treaty with the United States of America.


The Resource Management Division sets off-reservation hunting, trapping, and fishing seasons/limits for enrolled band members, issues licenses and carcass tags to hunters, and registers harvested animals in accordance with our Conservation Code and our 1988 Agreement with the State of Minnesota. The Resource Management Division also plays an active role in monitoring the status of natural resources within the Ceded Territory. Other activities include research, habitat evaluation and restoration, and involvement with environmental issues.
